Kathy Hochul: New taxes / NYC pied-à-terre surcharge

Kathy Hochul (D) · Governor of New York (on Nov. 3, 2026 ballot)

Topic: New taxes / NYC pied-à-terre surcharge

THEN · 2026-01-16

“I don't believe in raising taxes for the sake of raising taxes. And what is served by that? We have high taxes already predating my time. We have enough revenues to do what we want to do and what we need to do to support our state.”

NOW · 2026-04-15

“And that is why I'm proposing a common sense surcharge on high value second homes in New York City, commonly known as the pied-à-terre surcharge.”

Context: In the January interview, when asked to confirm no new taxes that year, including 'a tax on someone's second home,' she said: "The caveat has to be what Donald Trump does to New York." She cited possible federal cuts, not a city budget gap. In April she proposed the surcharge to help close New York City's budget gap. It applies to second homes worth over $5 million, and she said: "I will not consider income taxes on New York City residents nor corporate taxes on New York businesses."
