“As a result of my reforms and our efforts to help families get jobs and stable housing, we have fewer families in shelter than the day we took office, and all hotel shelters are now closed – months ahead of schedule.”

Context: In 2023 Gov. Healey praised a nearly 80% expansion of shelter capacity and asked Washington for faster work permits. Later that year she capped the system at 7,500 families. With the Legislature she then added a six-month stay limit, a Massachusetts residency requirement, and a lawful-status requirement, and in August 2025 she touted closing every hotel shelter. Both statements describe responses to the same shelter emergency.
